How to get text over images in IQAN Design 2.63?

I am using IQAN Design 2.63 and I am trying to figure out how to get text to show up on top of images on the screen. No matter how I have the order set in the "Set Order" window, text always hides behind images.

Hi,
normally it works, if you put the image in a lower order number than your text:

Or a workaround with the base page function: Create one page with your pictures only as a background, create another page with the controls and use the first page as background.

Thank you! Your suggestions were very helpful. I was able to get what I wanted by using the set control order. It was just a little bit finicky to get working. I may end up using the work around you suggested also.
