Digital out low side outputs

Is this MC43 output configuration is correct?

Can we power a load at higher voltage than the MC43 power for output 30 to output 46?

Yes, the MC43/XC43/XC44 Digital out LS outputs can be connected as shown. 

The module +BAT supply does not matter for connection to these low-current low side switches. 

The important parameter is voltage in relation to module ground.
